The Saudi Product Safety Program (SALEEM) is the core of consumer protection. Launched in early 2016, it is a regulatory framework that aims to ensure that products circulating in the Saudi market comply with Saudi standard specifications, enhancing consumer safety and protecting them from non-compliant products.The program requires strict testing and inspections before products are allowed to enter local markets, whether imported or locally manufactured. In light of regulatory developments aimed at enhancing product quality and ensuring consumer safety, the SABER system is one of the key tools launched by the Kingdom of Saudi Arabia to facilitate conformity procedures for imported and locally manufactured products.

Types of conformity certificates required for the product
To ensure products comply with Saudi technical regulations, the SABER system requires obtaining two main types of Certificates of Conformity:
- Product Certificate of Conformity (PCoC): Confirms that the product meets the specific safety and quality requirements set by SASO.
- Shipment Certificate of Conformity (SCoC): Issued for each imported shipment after verifying the conformity of the included products.
The Product Certificate of Conformity (PCoC) is a mandatory document issued for each product individually, confirming its compliance with Saudi technical requirements. Products cannot be imported or sold in the Saudi market without this certificate.
Procedures for obtaining the Product Certificate of Conformity (PCoC):
- Register the product on the SABER platform and enter its technical details.
- Select an accredited conformity assessment body to conduct the required inspections and tests.
- Carry out the technical inspection according to the specified standards.
- Obtain the technical inspection report and conformity approval.
- Receive the PCoC and register it in the SABER system.
The Shipment Certificate of Conformity (SCoC) is issued for each imported shipment and confirms that the imported products comply with the technical regulations and standards.
Procedures for obtaining the Shipment Certificate of Conformity (SCoC):
- Submit an application via the SABER platform and enter the shipment details.
- Provide the related PCoC for the products included in the shipment.
- Undergo inspection and verification by accredited bodies.
- Obtain the SCoC to allow customs clearance of the products.
Products subject to and not subject to Saudi technical regulations
Not all products require registration in the SABER system. Products are classified as regulated and non-regulated:
Products subject to Saudi technical regulations and requiring a product conformity certificate include:
- electrical and electronic appliances
- Chemicals and detergents
- Auto parts
- Textile and clothing products
- Packaging materials
Products that are not subject to Saudi technical regulations require only self-declaration. Each product can be verified by searching the SABER platform using the product’s customs item.
Products that require a factory visit:
- High-risk products such as underwear, food contact products, detergents, etc.
- Products subject to strict safety standards require verification of production and quality processes within the factory.

Specifications and tests required to obtain a certificate of conformity
Products must comply with approved standards, including those of SASO, GSO, ISO, EN, and IEC. Appropriate technical specifications are determined for each product based on its nature and market requirements.
