If your product falls under one of the technical regulations within the scope of Raqaba’s accreditation, you can easily issue a SABER Certificate by following these steps:
  1. Access the SABER electronic platform via the link: https://saber.sa
  2. Register the product and select the corresponding technical regulation.
  3. When choosing the conformity assessment body, please select “Raqaba” from the list of approved bodies.
  4. Complete the required information and upload the necessary documents.
Raqaba will review the application, carry out the evaluation procedures, and issue the Certificate of Conformity electronically once all requirements are met.

Yes, the SABER platform is not limited to imported products only—it also covers products manufactured locally within the Kingdom of Saudi Arabia. Local manufacturers are required to issue a Product Certificate of Conformity (PCoC) through SABER to demonstrate compliance with the relevant Saudi technical regulation. Steps to issue a SABER Certificate for a locally manufactured product:
  1. Register the product on the platform and accurately enter its details.
  2. Select the appropriate technical regulation.
  3. Choose an approved conformity assessment body (such as Raqaba) to conduct the evaluation and issue the certificate.
This step is mandatory before selling the product in the local market or offering it through stores and online platforms.
What is the difference between Type 1a products and Type 3 products in the SABER system?
The difference between Type 1a and Type 3 relates to the nature of the product and the associated risks, which impacts the technical assessment requirements for issuing the Certificate of Conformity through the SABER platform. Type 1a – Products that do not require a factory audit: These are low-risk products that do not require a factory quality system evaluation. However, it is mandatory to provide an ISO 9001, ISO 14001 certificate, or a documented quality system applied at the factory. They typically include:
  • Low voltage electrical devices
  • General textile products
  • Packaging materials that do not come into contact with food
  • Other products that do not require continuous manufacturing surveillance
In this case, the Certificate of Conformity is issued based only on the review of product documentation and test reports. Type 3 – Products that require a factory audit: These are products considered to have a direct impact on health, safety, or the environment. A factory quality system evaluation is mandatory, and they typically include:
  • Detergents and disinfectants
  • Oils and paints
  • Textile clothing for children under 3 years or underwear
  • Food-contact materials (such as plastic and glass containers)
  • Other products subject to strict regulatory requirements

What is the difference between the Product Certificate of Conformity (PCoC) and the Shipment Certificate of Conformity (SCoC)?
The Product Certificate of Conformity (PCoC) is proof that a product complies with the requirements of the Saudi technical regulations. It is issued through the SABER electronic platform by one of the approved conformity assessment bodies, such as Raqaba, and is valid for one year. The Shipment Certificate of Conformity (SCoC) is issued for each shipment to verify that the shipment matches the same items registered in SABER and already covered by a valid Product Certificate. It is valid for a single shipment only.
What are the required documents to issue a SABER Certificate?
To issue a Product Certificate of Conformity (PCoC) through the SABER platform with Raqaba, a set of essential documents is required. These may vary slightly depending on the product type and the applicable technical regulation, but generally include: ✅ Essential Required Documents:
  1. Technical datasheet of the product
  2. Clear images of the product and its packaging
  3. Test Report from an accredited laboratory in accordance with ISO 17025
  4. Label or the product information displayed on the product
  5. Factory details (name, address, country) along with official manufacturing licenses
  6. For Type 3 products, a factory audit conducted by Raqaba’s audit team
